Historical Note: Howard Phillips ran for a seat in the United States Senate for the state of Massachusetts as a conservative Democrat in 1978. He was defeated in the Democratic primary by Paul Tsongas, who later defeated the incumbent, Edward Brooke, in the general election. His campaign was faced with scrutiny and confusion by both Democrats and Republicans, given his decision to run as a Democrat rather than a Republican. Never fully identifying with either party, Phillips later ran for President of the United States as the candidate for the U.S. Taxpayer’s Party (since 1999, the Constitution Party) in 1992, 1996, and 2000.
